A motor, a forward and reverse fan frame are electrically connected with a storage battery; a rainwater collecting tank is embedded in the inner bottom wall of a wall hole in the outer side of a fixing frame, and a sealing endcover is movably arranged at an upper end opening of the rainwater collecting tank in a covering mode through a tension spring; the sealing end cover is hinged to the bottom wall of the outer end ofthe wall hole through a hinge, a hinge seat is fixed to the side wall, opposite to the hinge, of the sealing end cover, a connecting seat is screwed into the hinge seat through a shaft and fixed to one end of a pull rod, and the other end of the pull rod sequentially penetrates through penetrating holes formed in the bottom of the fixing frame and the bottom of the forward and reverse fan frame and then is arranged indoor. The ventilation and heat dissipation device is installed in a wall, can adjust the orientation of internal blades in cloudy and rainy days, effectively prevents rainwater from entering a room, has the function of collecting rainwater, recycles the rainwater, saves energy and protects the environment.
