The invention discloses an anti-waterlogging emergency water retaining device convenient to construct. The water retaining device comprises a water retaining strip; the water retaining strip is formedby detachably connecting at least two water retaining elements; the longitudinal section of each water retaining element is of an n-shaped structure; an extending straight section is arranged at thelower end of each water retaining element; a bottom fixing structure is arranged on each straight section; the bottom fixing structures comprise expansion bolts and mounting holes; the expansion boltspenetrate through the mounting holes to be fixedly connected to the ground; the water retaining elements are connected end to end in an inserted mode; and each water retaining element is of a cavitystructure with an opening facing the ground. The water retaining elements are of an assembly type prefabricated elastic structure and can be prefabricated and machined; and in the field construction process, prefabricated components are transported to a construction site to be directly erected, the turnover rate of the components is increased to a certain degree, and the construction time and labor cost are reduced.
