The invention provides a recycled cement composition and a preparation method thereof, wherein the specific surface area particle size of the recycled cement is greater than 380-400 m<2>/kg fluoride.The method for preparing recycled cement may comprise: providing a mixture comprising necessary compounds of fluorine, calcium, aluminum and sulfur so as to provide a composition of tricalcium fluoride, dicalcium fluoride, tricalcium aluminate, tricalcium fluoroaluminate, and other fluorates, calcites, aluminates, sulfates; providing fuel source oil or gas to the mixture of compounds; an heating acombustion reaction by the combustion source oil or gas to form tricalcium fluoride, dicalcium fluoride, tricalcium aluminate, tricalcium fluoroaluminate, or a chemical combination thereof.
