The invention discloses a line concrete pole omnibearing anti-toppling stability detection system and method. The line concrete pole omnibearing anti-toppling stability detection system comprises a pole climbing trolley used for climbing and being locked to a new concrete pole, a first pulley system fixed to the ground, a second pulley system connected with the first pulley system through a steelwire rope, a moment generating and testing system connected with the second pulley system and an offset counting system arranged at the root of the concrete pole. The moment generating and testing system is connected with the pole climbing trolley through a measuring rope.
