The invention discloses Portland cement-based mortar and a preparation process thereof. The Portland cement-based mortar is prepared from the following raw materials in parts by weight: 28.563-32.99%of Portland cement, 2.361-9.324% of industrial byproduct stone powder, 50% of fine sand, 12.8-14.8% of water and 0.027-0.072% of a water reducing agent. The preparation method comprises the followingsteps: S1, weighing raw materials in parts by weight, firstly putting cement and by-product stone powder in the raw materials into a stirrer for dry stirring, and then putting fine sand for uniform stirring; S2, adding the weighed polycarboxylate superplasticizer into the weighed water, and conducting stirring to dissolve the polycarboxylate superplasticizer; S3, adding the solution prepared in the step S2 into a stirrer, and conducting uniform stirring; and S4, after stirring is finished, conducting die filling and vibration molding, moving the material to a curing box for curing, and then conducting demolding to obtain a finished product. The industrial by-product stone powder is used for replacing part of silicate cement paste, the usage amount of the industrial by-product stone powderis controlled to account for 2.361-9.324% of the total mass of the mortar, the water-binder ratio can be reduced, and the overall mechanical strength of a cement-based material matrix is improved.
