The underwater foundation bed leveling construction system comprises a rectangular annular truss, a plurality of floating bodies, a leveling guide mechanism, an articulated chute, a conveying mechanism, a positioning and orientating instrument and a plurality of tension leg mechanisms; the multiple floating bodies are arranged on the bottom surface of the rectangular annular truss and are used for providing buoyancy; the leveling guide mechanism is arranged on the rectangular annular truss and used for achievinglongitudinal and transverse displacement in the riprap leveling process; the articulated chute is arranged on the leveling guide mechanism; the conveying mechanism is arranged on the rectangular annular truss and used for conveying stone to the articulated chute; the positioning and orientating instrument is arranged on the rectangular annular truss and is used for positioning the rectangular annular truss; and the multiple tension leg mechanisms are arranged in the circumferential direction of the top face of the rectangular annular truss, and each tension leg mechanism comprises a hoisting winch and a gravity anchor block connected with the hoisting winch through a steel wire rope.
