The device which comprises a shell, supporting legs are welded at the bottom of the outer surface of the shell, and a water inlet pipe is fixedly inserted into the upper part of one side of the shell. The device further comprises a power generation device, the power generation device is fixedly installed on the upper portion of the inner wall of the shell through bolts, and the power generation device comprises an impact type turbine, a power generator, a converter and a storage battery. Water flow flows through the impact type turbine to drive the impact type turbine to rotate so as to drive the power generator to rotate, generated electric energy is converted into direct current through theconverter and then stored for a booster pump to use, the pressure of tail water entering a filtering mechanism is increased through the booster pump, the water is forcibly pushed out of the filteringmechanism, and impurities in the water are filtered out. The filtered tail water continuously enters a booster tank, the pressure in the tank is continuously increased under the action of the boosterpump, and the tail water can be recharged through a recharging pipe, so that the tail water is prevented from flowing to the bottom surface to cause chemical pollution.
