The invention discloses a plastic runway laying device capable of recycling excess materials. The plastic runway laying device comprises a main body, a stirring cavity with an upward opening is formedin the upper side of the main body, a motor shaft is rotatably connected to the lower wall of the stirring cavity, stirring blades are fixedly connected to the outer circular surface of the motor shaft, a spraying channel is formed in the left side of the stirring cavity in a communicating mode, and a driving mechanism is arranged on the lower side of the stirring cavity; and the driving mechanism comprises a motor arranged on the lower side of the stirring cavity, and the motor is in power connection with a motor shaft. According to the device, materials can be scattered on the flat ground and pushed away to lay the runway, and the runway can be automatically leveled when being laid; the device can be used for leveling the runway more completely through two leveling procedures; meanwhile, materials can be continuously stirred to be prevented from adhering during laying, meanwhile, the materials which are not pressed tightly can be collected through the device to be prevented from being wasted, and secondary utilization can be conducted.
