The invention provides a near-water-surface garbage cleaning and collecting device and a collecting method. The device comprises a floating plate located at the top, a recycling cavity fixedly connected with the bottom of the floating plate and used for storing garbage, gathering devices located on the two sides of the recycling cavity and used for gathering the garbage, a conveying device used for conveying the garbage, an extracting device used for extracting the garbage at the bottom of the recycling cavity, and a driving device used for driving the garbage cleaning and collecting device toadvance. The garbage cleaning and collecting device is installed behind a transport ship to continuously conduct garbage cleaning and collecting work on a water area, or the conveying device is detached to freely float on the water surface to automatically collect the garbage, electric energy is provided through a solar panel arranged on the floating plate, and the garbage cleaning and collectingdevice can advance along with wind power or water power; and meanwhile, in the advancing process, a propeller can drive a gathering belt to rotate, resource consumption minimization is achieved, thegarbage cleaning efficiency is high, and the environment of ocean lakes can be effectively improved.
