According to the device, along with accumulation of concrete slurry ona sputter-proof plate, a driving device drives the driving shaft to start to work, the driving shaft drives the rotating disc to do left eccentric motion, the left portion of the arc-shaped rod drivesthe telescopic column to move downwards and extrude the oil bag, hydraulic oil enters a sealing cylinder to push the piston piece to move, the pushing rod moves downwards and extrudes the pushing piece, the cleaning column at the lower end of the cleaning frame cleans concrete accumulated on the splash-proof plate, and therefore the effect of collecting and recycling the splashed concrete is achieved.
