The invention relates to the field of load-bearing floor slab structures which are wholly or partially formed on site through pouring or similar methods, in particular to a device for rapidly laying reinforcing steel bars and a construction method thereof. The device for quickly laying the reinforcing steel bars comprises a reinforcing steel bar cage (1) and is characterized by further comprisinga moving and laying device (2), wherein the moving and laying device (2) comprises a hook (21) and a pulley (22), an upper hook part (211) is hooked on the uppermost main reinforcing steel bar (11) ofthe reinforcing steel bar cage (1), and the pulley (22) is hung on a lower hook part (212) through a middle through hole. The construction method of the device for quickly laying the reinforcing steel bars is characterized by being implemented according to the following steps in sequence of 1, hooking; 2, laying; 3, adjusting; 4, repeating. The device is simple in structure and convenient to operate.
