The invention relates to a large-diameter steel sleeve mounting device and a construction method, and belongs to the technical field of building construction. The large-diameter steel sleeve mountingdevice is used for solving the problem that positioning deviation occurs when a steel sleeve is installed in a core tube wall which is large in thickness, singular in shape and extremely high in mounting precision requirement. The device comprises a positioning cross ruler, a steel support and a bracket connecting piece, wherein the positioning cross ruler is matched with the section of an orificeof the steel sleeve; the steel support comprises supporting legs and a steel plate platform, and the steel plate platform is fixed to the top ends of the supporting legs; the bracket connecting pieceis connected with the steel sleeve in a welded mode; and the steel sleeve is fixedly connected with the steel plate platform through the bracket connecting piece. The steel sleeve is fixed to the manufactured steel support, and the whole steel sleeve is installed in the concrete core tube wall. The construction method comprises the steps that firstly, the steel sleeve is hoisted to the steel plate platform of the steel support through a portal frame, the steel sleeve is positioned through the positioning cross ruler, the bracket connecting piece is welded to the steel sleeve, and the steel sleeve is installed at the preset position of the corresponding core tube wall.
