The device comprises two hoop bodies which are arranged on a column in a sleeving mode and located at the upper and lower sides of the joint respectively, and fixed connection plates which are connected to the two sides of each hoop body respectively, are arranged on the upper surface and the lower surface of a beam riveted with the column and are connected with the beam, wherein a groove is machined in the edge of each fixedly-connected plate in the width direction of the fixedly-connected plate, so that a weak part is formed.
