The embodiment of the invention provides an excavator cable winding and unwinding device and an excavator. The excavator cable winding and unwinding device comprises a winding roll, a connecting rod,a sliding ring base, an unclosed sliding ring, a cable and a pulley, wherein the winding roll is connected with the sliding ring base through the connecting rod, the unclosed sliding ring is connectedwith the sliding ring base, one end of the cable is wound on the winding roll, and the other end of the cable penetrates through the connecting rod and the pulley. The winding roll has the function of controlling winding and unwinding of the cable, and the forward rotation and reverse rotation of the winding roll control the usable length of the cable. The connecting rod connects the sliding ringbase with the winding roll, supports the cable and enables the cable to extend to a certain height so as to prevent the cable from twining in the winding and unwinding process, and when the excavatorconducts rotary operation, the unclosed sliding ring slides on the sliding ring base along with the rotation of a cab of the excavator. The problem that in the prior art, a cable outlet of an automatic cable winding and unwinding device is fixed, and a cable is seriously abraded when an excavator conducts rotary operation is solved.
