The invention discloses a water retaining device for hydraulic engineering construction. The water retaining device comprises a plurality of telescopic supporting rods, a plurality of baffles and shells arranged on the two sides of the telescopic supporting rod and the baffle; the shells on the two sides abut against the left side wall and the right side wall of a river channel correspondingly; the shells on the two sides are symmetrical in structure; the telescopic supporting rods and the baffles are arranged at intervals; the two ends of the telescopic supporting rods are connected to the shells, rotating shafts arranged at the ends of the baffles stretch into the shells and then are fixedly connected with rotating shafts of driving gears, transmission gears located between the two driving gears are further arranged in the shells, and the transmission gears are engaged with the driving gears; and the driving gears are rotated to adjust the gaps between the baffles and the telescopicsupporting rods. The water retaining device is simple in operation process, easy to mount and dismount, small in construction amount and capable of adjusting the amount of water passing through the river channel, and therefore the requirements of existing hydraulic engineering construction are met.
