The invention discloses a movable speed reducing mechanism which comprises a speed reducing device arranged based on roadbeds on the two sides, the two sides of the speed reducing device are each fixedly connected with an electric trolley through a spring, and the electric trolleys are installed in guide rail sets arranged on the roadbeds. The guide rail set comprises a first guide rail and a second guide rail which are arranged on the same roadbed, the first guide rail is arranged on the side close to the road surface, a sliding groove is formed in the upper end face of the first guide rail,a discharging channel is formed in the first guide rail, and one end of the first guide rail is connected with a water discharging pipe and connected into a sewer through the water discharging pipe. The whole speed reducer can be automatically moved according to the road ponding condition, a temporary speed reducer is built on a ponding road section, the speed of a vehicle passing through the areais reduced, and meanwhile the purpose of removing water on the ponding road section can be achieved through the speed reducer.
本发明公开了一种活动式减速机构，包括基于两侧路基布设的减速装置，所述减速装置的两侧分别通过弹簧与一个电动小车连接固定，所述电动小车安装于路基上设置的导轨组中；所述导轨组包括设置于同一路基上的第一导轨以及第二导轨，所述第一导轨布设在靠近路面一侧，且第一导轨上端面开设一条滑槽，第一导轨内设置有一个排放通道，第一导轨的一端接一根排水管，通过排水管接入下水道。本发明可根据道路积水情况自动移动整个减速装置，在积水路段搭建一个临时减速装置，降低车辆经过该区域时的速度，同时可以利用该减速装置起到对积水路段除水的目的。
