The invention discloses a flood discharge device for hydraulic flood control engineering and a using method. The flood discharge device comprises a control valve assembly and a slow flow assembly, wherein the control valve assembly is connected with the slow flow assembly. The using method comprises the following steps of (S1) inflating an inflatable airbag through an air compressor, and then controlling a handheld rod to drive a rotating screw to rotate; (S2) rotating the rotating screw in a connecting screw hole, so that a sliding door longitudinally slides relative to a limiting baffle; (S3) enabling water flow on the inner side of a waterproof dam to flow into a main pipe body after the sliding door longitudinally slides; (S4) blocking the water flow by a buffer block in the main pipebody; (S5) blocking the water flow again by the sealed end of the main pipe body after the water flow overflows the buffer block; (S6) enabling the water flow to fall onto a buffer stop piece througha slow flow opening, and blocking the water flow under the elastic effect of the buffer stop piece; and (S7) enabling the water flow to flow to the outer side wall of the waterproof dam along the inclined surface of the buffer stop piece and flow to the lower part of the outer side of the waterproof dam along the inclined surface of the outer side wall of the waterproof dam.
