The steel pipe pile comprises a pile head arranged on the upper part and used for applying pile driving and pile pulling acting force,a pile tip arranged on the lower part and used for cutting a stratum, a hollow inner container and a sealing plate used for sealing the pile head, the depth of the outer wall of the pile tip is largerthan that of the inner wall of the pile tip, and a groove is formed. The air pressure control device penetrates through a ventilation pipe of the sealing plate to communicate with the inner containerof the steel pipe pile, the air pressure control device vacuumizes the inner container of the steel pipe pile when piling is carried out, and the air pressure control device pressurizes the inner container of the steel pipe pile when pile pulling is carried out.
