The invention discloses a lifting platform with liftable and adjustable guardrails for civil engineering construction. The lifting platform comprises a base and a lifting table. Driving wheels are rotatably connected to the periphery of the bottom of the base, sliding grooves are sequentially formed in the right sides, opposite to the lifting table, of the base from front to back, and sliding blocks are slidably connected to inner cavities of the sliding grooves. A lifting frame is hinged to the tops of the sliding blocks, the side, away from the sliding blocks, of the lifting frame is correspondingly hinged to the base and the inner side of the lifting table, a fixing plate is bolted to the left side of the bottom of an inner cavity of the lifting frame, air cylinders are bolted to the top of the fixing plate in sequence from front to back, and piston rods of the air cylinders are bolted to a supporting plate. Through cooperation of a through groove, a sliding column, a lifting plate,a lifting column, a connecting rod and a handle, the height of the lifting frame and the height of the handrail are adjusted in a manual mode, the requirement for safe construction of constructors with high figures on the lifting table is met, and accidental falling accidents of the constructors from the lifting table are avoided.
