本发明提出一种窨井盖，主要由井盖、井体、螺栓、井垫组成，其特征是：井盖和井体是定型尺寸，由螺栓活动链接，井垫厚度尺寸不定性，为多种厚度尺寸，当井盖与井体结合后其高度不能与铺设的道路保证平整时，选择可以与铺设的道路保持平整的井垫与井体组成为一体，这样避免了铺设道路中出现的窨井盖洼陷，进而避免了窨井盖洼陷所产生的诸多不利现象。
