When the cutter head is stuck, the sleeve is made to promote the buckle to move backwards relative to the sleeve under the inertia of the sleeve, the locking head is made to contract downwards to be separated from the locking teeth, then the sleeve impacts the cutter head at least under the action of the spring, the buckle moves forwards under the inertia effect of the buckle, and the locking head extends upwards to be clamped in the locking teeth.
