The invention provides a municipal mobile pump truck and a method, and belongs to the technical field of municipal concrete pump trucks. The municipal mobile pump truck comprises an engineering truck, a mobile pump truck set and an auxiliary supercharging device; the mobile pump truck set is carried in a carriage body of the engineering truck; the movable pump truck set comprises a chassis, two first guide rails, a driver, an L-shaped overturning frame, a second guide rail, a movable plate, a driving box, a self-priming pump and a driving assembly; the two first guide rails are fixedly connected to the top of the chassis; sliding plates are slidably connected to the two first guide rails; first connecting lugs are arranged on one sides of the sliding plates; and second connecting lugs are arranged at the tops of the sliding plates. A controller controls another connector of a three-way electromagnetic valve to communicate with an air inlet cavity part, so that air in the air inlet cavity part is exhausted from another connector of the three-way electromagnetic valve, concrete is injected into a water inlet cavity part through a water inlet pipe, the accumulated concrete pushes a compression piece and an extrusion block to reset for a next round of pressurization operation.
