The invention relates to the technical field of pavement base materials, in particular to a cement-stabilized steel slag gravel pavement base mixture and a preparation method thereof. The raw materials comprise steel slag, gravel, fibers, a dispersing agent, bentonite and water. The cement-stabilized steel slag gravel pavement base mixture is obtained by reasonably compounding gravel, cement, waste steel slag, bentonite, fibers and a dispersing agent. Compared with the prior art, the water stability, the crack resistance and the seepage resistance of a pavement base structure are greatly improved under the condition that the requirements for the strength and the rigidity of the pavement base structure are met; according to the invention, cracks caused by temperature stress and shrinkage are greatly improved, the erosion resistance, the wear resistance and the durability are greatly improved, the service life of the pavement is prolonged, and the later maintenance and repair cost is greatly reduced; meanwhile, waste steel slag is turned into wealth, and the environmental pollution degree caused by the fact that the steel slag occupies a large amount of land is reduced.
