According to the waterproof coiled material laying device, when the device is used, the first cover plate is opened, a treating agent is poured into the storage box from the feeding hopper at the top of the first mounting box, meanwhile, a first motor on the mounting plate is started, the first motor drives a stirring shaft to rotate, the stirring shaft drives stirring blades to rotate, and the treating agent in the storage box is stirred, so that the treating agent is prevented from clotting in the storage box to affect a bonding effect; and the treating agent continues to move downwards, a second motor is started, a rotating rod is driven to rotate, the rotating rod drives a pushing plate to rotate, the treating agent is pushed downwards, the treating agent is pushed out of a discharging hopper, and then the treating agent is scraped to be flat through a scraper.
