The invention discloses an intelligently-controlled building external sun-shading device and a control system. The device comprises a mounting plate; an illumination sensor is mounted at the top of the mounting plate; frame plates are symmetrically mounted on one side edge of the mounting plate; sunshade cloth is mounted between the frame plates; the side edge, close to the mounting plate, of the sunshade cloth is fixedly connected with the mounting plate; first connecting strips are fixedly mounted at the side, away from the mounting plate, of the bottom of the sunshade cloth and located between the frame plates; a plurality of second connecting strips are evenly installed at the bottom of the sunshade cloth, located at the sides, close to the mounting plate, of the first connecting strips and located between the frame plates; first pulleys are installed at the sides, close to the frame plates, of the first connecting strips; second pulleys are installed at the sides, close to the frame plates, of the second connecting strips; and pulley grooves matched with the first pulleys and the second pulleys are formed in the sides, close to each other, of the frame plates.
