The invention discloses an ecological restoration method for a high and steep slope. The method comprises the steps of spraying a first nutrient medium and a second nutrient medium to the high and steep slope, enabling the first nutrient medium to form a first substrate layer which is located at the bottom and is in contact with the high and steep slope, and enabling the second nutrient medium to form a second substrate layer located above the first substrate layer, wherein the thickness of the first substrate layer is 3-5 times that of the second substrate layer, and the second nutrient medium comprising seeds. The first nutrient medium is low in moisture content and high in viscosity, the first substrate layer well cooperating with the high and steep slope can be formed, the second substrate layer located above the first substrate layer can be formed by spraying and sowing the second nutrient medium containing seeds, and the thickness of the first substrate layer is 3-5 times that of the second substrate layer. By means of the thick first substrate layer, the high and steep slope can be reliably connected, and enough depth can be provided for reliable growth of seeds of the second substrate layer.
