The device comprises bottom support plates, an excavator is arranged between the bottom support plates, excavating teeth are arranged in the excavator, support columns are vertically welded on the bottom support plates, transverse support plates are vertically installed at the upper ends of the support columns, and a fixing plate is vertically welded between the transverse support plates. The fixing plate is vertically welded to the outer wall of a conveying device, a propeller is installed in the conveying device, a soil discharging bin is arranged at the upper end of the conveying device and communicates with the upper end of the conveying device, and a conveying plate is arranged on one side of the soil discharging bin. By arranging the conveying device, in the excavation process of the excavator, generated soil can be conveyed to the soil discharging bin at the upper end through the propeller of the conveying device and then conveyed to the conveying plate through the soil discharging bin, the conveying plate can convey the soil to the bank side of an excavated ditch, and therefore the conveyed soil can serve as a dam of the ditch.
