The device comprises a base, and an inhaul cable connecting part, wherein the inhaul cable connecting part has a preset length; and one end of the inhaul cable connecting part in the length direction is rotationally connected with the base, and the other end of the inhaul cable connecting part extends in the direction away from the base and is used for being connected with an inhaul cable. According to the inhaul cable anchoring device, the inhaul cable type tower and the wind generating set in the embodiments of the invention, the connection and fixation between the inhaul cable and a foundation can be guaranteed, meanwhile, the requirement for the stress direction of the inhaul cable can be met, and the inhaul cable type tower has higher stability.
