The invention provides a toilet secondary drainage device and a mounting method. The mounting method comprises the following steps that 1, preparation work is carried out, specifically, a floor drain downpipe is fixed in a toilet structural floor according to the position of a design drawing, and the toilet structural floor and the periphery of the toilet structural floor are coated with a first waterproof layer according to the design requirement to form a waterproof caisson; 2, drain holes are formed in the downpipe, specifically, two or more round holes with the diameter of 5 mm-6 mm are drilled in the junction of the downpipe and the flexible waterproof coating in the transverse direction of 5 mm upwards; 3, the secondary drainage device is installed, specifically, a body is tightly attached to and fixed to the outer circle face of the downpipe; and 4, a surface layer is manufactured, specifically, stones with the particle size of 3-8 mm completely cover a filter block, a filling layer is manufactured by using clay, and then face bricks and a metal floor drain are fixed by using cement mortar. Accumulated water in the clay filling layer in a toilet can be effectively discharged into the downpipe, the purpose of lowering the water level in the clay filling layer is achieved, and the phenomenon that the surrounding wall surfaces of the toilet get damp due to the fact that the water level in the clay filling layer is accumulated too much can be effectively prevented.
