The preparation method comprises the following steps: 1. carrying out primary filtration screening on a fly ash raw material, and selecting a high-purity fly ash raw material; 2, carrying out primary grinding and crushing treatment; 3, performing secondary filtering and screening, and selecting fly ash particles of 140-200 meshes; 4, performing high-temperature stirring for 25-30 min at the temperature of 60-70 DEG C; 5, adding a modifier, mixing, and stirring at a high temperature of 60-70 DEG C for 20-25 minutes; 6, carrying out filtration and dehydration treatment through an ultrafiltration membrane; 7, carrying out drying treatment at the temperature of 60-80 DEG C; 8, performing secondary grinding and smashing treatment, and performing cooling and flame-proof treatment while performing grinding; and 9, filtering and screening for three times to obtain the ultrafine fly ash with the granularity of 300-370 meshes. The preparation method is easy to implement, the preparation process is relatively stable, the ignition loss and oxygen content of the fly ash can be controlled, and the ultrafine fly ash can be prepared by a simple and stable production method.
