The device comprises a fixing plate, wherein a supporting frame is arranged on the right side of the top of the fixing plate; a fixing frame is arranged on the left side of the top of the fixing plate; the top of the supporting frame and the top of the fixing frame are connected with the two ends of a conveying net belt respectively; a driving motor is arranged on the supporting frame; the driving motor is connected with the conveying net belt; a mounting frame is arranged on the left side of the fixing plate; a rotating shaft is rotationally connected to the mounting frame through a bearing; and a cam rotates to enable a rotating wheel to move vertically in a reciprocating mode, then a pull rod can pull a jacking plate in a reciprocating mode, water flow can be pushed to the lower part of a porous plate, the water flow is ejected out in a reciprocating mode through the porous plate, so that the water flow can drive the suspended matters with the large depth to flow upwards in a reciprocating mode, and guide blades can conveniently take away the suspended matters early.
