The invention relates to an intelligent street lamp, in particular to an energy-saving and environment-friendly intelligent street lamp. The invention aims to design the intelligent street lamp which can replace manual work to clean a hollow lamp post of the street lamp, saves labor, is convenient to use, saves energy and is environmentally friendly. The energy-saving and environment-friendly intelligent street lamp comprises a base and an illuminating lamp; a hollow lamp post is fixedly connected to the middle of one side of the base; and the illuminating lamp is mounted on the outer side, far away from the base, of the hollow lamp post. Rainwater falls into an annular frame, the rainwater drives a floating plate to move upwards, the floating plate makes contact with a clamping mechanism, the clamping mechanism loosens a water containing mechanism, the rainwater drives the annular frame to move downwards, the annular frame moves downwards to drive a brush to move downwards, and the brush moves downwards to clean the hollow lamp post through the rainwater, and therefore, the hollow lamp post of the street lamp does not need to be manually cleaned, labor is saved, and convenience is achieved.
