The invention discloses a recovery process of magnesium oxide reducing slag. The recovery process specifically comprises the following steps: (1) grinding and sieving the magnesium oxide reducing slag; (2) adding water; (3) introducing CO2 to carry out carbonization reaction; (4) filtering to obtain a reducing slag filtrate I and a reducing slag filter cake I respectively; (5) introducing steam into the reducing slag filtrate I for heating, and filtering again to respectively obtain reducing slag filtrate II and a reducing slag filter cake II; and (6) drying the reducing slag filter cake II, and then roasting, crushing and sieving to obtain the light magnesium oxide. According to the recovery process, the magnesium oxide reducing slag is combined with factory waste gas CO2 and cement, magnesium oxide in the magnesium oxide reducing slag is extracted by using CO2, and residual silicon dioxide and calcium oxide are prepared into cement clinker, so that the magnesium oxide reducing slag is fully utilized, and the effects of energy conservation and emission reduction are achieved.
