Energy dissipation is achieved through the sound insulation energy dissipation layer device, thus the safety and stability of the dam body are not affected by vibration when water flow scours the downstream riverbed, meanwhile, sound is isolated in the stilling bucket through the sound insulation energy dissipation layer device, so that noise caused by water flow impact is reduced, the influence of the noise on production and life of surrounding residents is reduced, and the sound insulation effect is achieved.
