The device comprises a steel beam, vertical gusset plates are fixed between flange plates of the steel beam through bolts, and horizontal gusset plates perpendicular to the vertical gusset plates are fixed to webs of the steel beam at equal intervals through bolts. End skeletons with projection areas capable of covering the bottommost horizontal gusset plate are symmetrically arranged at the two ends of a lower flange plate of the steel beam, and the top ends of the end skeletons are inwards concaved to be fixed to the lower flange plate. Transverse skeletons are fixedly arranged between the symmetrical end points of the end skeletons, and anti-falling nets are fixedly arranged between the connecting faces of the transverse skeletons and the end skeletons. The device is suitable for a steel structure and a steel-concrete composite structure and can prevent the bolts from falling from the steel structure.
