According to the water conservancy gate opening and closing device, a long rack is conveniently pushed to be in sliding connection with a fixed table through a second hydraulic rod; the long rack is in meshed connection with a spur gear, so that the spur gear drives a rotating cylinder to rotate on a rotating shaft conveniently; a limiting block is pushed to be slidably inserted in a containing frame conveniently through a first hydraulic rod, so that water flow at the bottom of a rotating gate is controlled; water flow at a water inlet of the rotating gate is filtered conveniently through a third hydraulic rod, so that large offscourings are prevented from entering one end of a water outlet of the rotating gate; and through the whole opening and closing assembly, the opening and closing operation of the gate in a relatively small space range is facilitated, the space occupation amount of the gate is reduced, meanwhile, the stability of the gate is enhanced, the permeation of the water flow is prevented, and the service life of the opening and closing device is prolonged.
