The invention provides a pile frame perpendicularity adjusting device and a pile driver. The device involves a first direction, a second direction and a third direction which are perpendicular to one another, and the pile frame perpendicularity adjusting device further comprises a pile frame, a suspension frame, a disc seat, a universal head and an adjusting assembly, the pile frame is vertically arranged in the first direction, one end of the suspension frame is connected to the disc seat, the other end of the suspension frame is connected to the side close to the top end of the pile frame through the universal head, one end of the adjusting assembly is connected to the disc base, the other end of the adjusting assembly is connected to the side close to the bottom end of the pile frame, and the adjusting assembly is used for adjusting swinging of the pile frame in the second direction and the third direction. According to the pile frame perpendicularity adjusting device and the pile driver, the perpendicularity adjusting function of the pile frame in the complex construction environment is achieved by adjusting swing of the pile frame in the two directions, the perpendicularity of the pile frame is guaranteed, and the perpendicularity quality of pile driving is guaranteed.
