The invention relates to the technical field of buildings, in particular to a cable net assembly and a building. The cable net assembly comprises a plurality of crossed inhaul cable structures and radial cable structures; the crossed inhaul cable structures are used for pulling the radial cable structures; each crossed inhaul cable structure comprises a plurality of first inhaul cables and a plurality of second inhaul cables; the first inhaul cables and the second inhaul cables are connected with the two adjacent radial cable structures respectively; and the first inhaul cables and the second inhaul cables intersect. According to the cable net assembly, the two adjacent radial cable structures are pulled through the crossed inhaul cable structures, so that the stress among the multiple radial cable structures can be conducted mutually, the multiple radial cable structures can be integrally stressed, and the stability among the radial cable structures is improved; and when the stress of the first inhaul cables and the stress of the second inhaul cables are changed, the first inhaul cables and the second inhaul cables are arranged in a crossed mode, so that the first inhaul cables and the second inhaul cables can be mutually pulled, and the strain displacement of the first inhaul cables and the strain displacement of the second inhaul cables are reduced.
