The invention relates to a casing pipe positioning device and a construction method thereof. The casing pipe positioning device comprises a positioning piece and a receiving piece. The positioning piece comprises a positioning body part, a first fixing part, a positioning point transmitting part and a first gradienter, wherein the first fixing part and the first gradienter are arranged on the positioning body part; the positioning point transmitting part is arranged in the center of the positioning body part; the receiving piece comprises a receiving body part, a second fixing part and a second gradienter; the second fixing part and the second gradienter are both arranged on the receiving body part; and a hole is formed in the center of the receiving body part. The casing pipe positioning device is high in positioning precision and large in operation space. In addition, the construction method of the casing pipe positioning device is simple in step, convenient to operate and suitable for application and popularization.
