The invention provides retarded high-strength ordinary Portland cement and a preparation method and application thereof, and the retarded high-strength ordinary Portland cement is a hydraulic cementing material which is developed by using unmodified phosphogypsum, desulfurized gypsum and wet fly ash obtained from industrial wastes and has the remarkable characteristics of long setting time, high later strength and no shrinkage. The cement can be used for replacing slaked lime with the particle size not larger than 5 mm to be used in road cushion construction, the hardness and strength of the road cushion are improved, the cement setting time meets the road cushion construction requirement, cracks generated by too fast strength increase or temperature difference after road base construction are effectively reduced, and the service life of a roadbed is prolonged; the industrial waste is used as the retarding material, so that the burden of the environment is relieved, the cost is reduced, the consumption of resources is reduced, the development trend of road construction in the current society is met, and good economic benefits and social benefits are achieved.
