The construction method comprises the following steps: (1) sandblasting and derusting the steel bridge deck; (2) laying a waterproof, anti-corrosion and anti-sliding layer; (3) laying a middle adhesive layer; (4) laying an integrated layer; (5) laying a waterproof bonding layer; and (6) laying a surface layer. According to the construction method, the original ERS technology is improved, the construction method is suitable for severe cold areas with the temperature being-20 DEG C or below, the strength requirement of urban steel bridge deck pavement in the severe cold areas is met, and the construction method does not involve ultra-large mechanical equipment and is suitable for construction in cities.
