By controlling extension and retraction of the flexible air-pressure type intercepting sleeve, the size of a section in the pollutant intercepting tube is adjusted, the amount of sewage entering the pollutant intercepting tube is limited, the flow of the water outlet tube is controlled by monitoring the angle of opening and closing the circular rotating door by the monitoring equipment, and accurate pollutant intercepting is realized.
