The invention discloses a combined engineering system for sand prevention and flood fighting functions of an embankment type roadbed. The system comprises a road main body structure comprising a pavement structure and a roadbed structure positioned below the pavement structure; a sand prevention structure which is located on one side of the road main body structure and comprises a sand barrier and a sand blocking flow guide located below the sand barrier; a culvert which is arranged on the bottom layer of the roadbed structure, and comprises a water inlet and a water outlet which are located in the two sides of the roadbed structure respectively; and a pavement structure which is a highway pavement structure or a railway pavement structure, namely, a fully-filled roadbed. The invention provides a combined engineering system along a road, which is high in integrity and has both wind-sand disasters and flood disasters.
