The invention relates to an energy-saving and environment-friendly river regulation system. The energy-saving and environment-friendly river regulation system comprises water wheels, a roller bed and a conveying belt; each water wheel comprises a water wheel shaft body, and all the water wheels are installed on the water wheel shaft bodies; the roller bed comprises a support, shaft bodies and a chain, wherein the shaft bodies are connected with the support in an inserted mode and rotate, and the chain is provided with a plurality of hoppers; the water wheel shaft bodies and the shaft bodies are in transmission through a straight gear set; the conveying belt is located at the vertical upper end of the roller bed; two sets of vertical rods are erected on a riverbed; a transmission shaft is rotationally connected between the two sets of vertical rods; the water wheel shaft bodies and the transmission shaft are in transmission through a bevel gear set; the other end of the transmission shaft is coaxially and rotationally connected with a first transmission wheel; one end of the conveying belt is coaxially and rotationally connected with a second transmission wheel; and a conveying belt is rotationally connected between the first transmission wheel and the second transmission wheel in a sleeved mode. According to the energy-saving and environment-friendly river regulation system, water flow is used as a power source of the system, extra manpower and electric power are not needed, the requirements for energy conservation and environment protection are met, the efficiency of cleaning away garbage on a riverway is improved, and the labor intensity of operators during cleaning operation is relieved.
