The construction method comprises the following steps that a water collecting pit is arranged on one side of a basement outer wall on a basement bottom plate, and a water filtering layer is arranged on the outer wall of the water collecting pit; a water pressure drainage steel pipe is arranged in the water collecting pit; one end of an L-shaped water pressure releasing and draining steel pipe horizontally extends out and is embedded into the water filtering layer on the outer side of the water collecting pit, the other end of the L-shaped water pressure releasing and draining steel pipe vertically extends out of the basement bottom plate and is connected with one end of an elbow section of a U-shaped water pressure releasing and draining steel pipe, and the other end of the elbow section of the U-shaped water pressure drainage steel pipe is connected with a vertical water pressure drainage steel pipe and extends downwards to the position below a top plate of a sump; a submersible pump is arranged in the water collecting pit; the water can flow back into the water collecting pit from the water pressure release drainage steel pipe through the water filtering layer, so that the anti-floating water level acting force of the basement is not greater than the dead weight of the basement bottom plate and the top plate, and the basement floating accident is avoided in the basement construction and use stages; and the construction structure safety is ensured.
