The invention relates to a construction method for a large-diameter jacking pipe to penetrate through a river levee. The method comprises the following steps that 1, a deep foundation pit of a jacking pipe well is constructed; 2, an anti-seepage wall of the upstream face of the levee is constructed; 3, soil on the downstream face of the levee is reinforced; and 4, construction is conducted after jacking pipe construction is finished. According to the technical scheme, the construction cost input can be reduced, excavation of the levee, a river beach and the interior of the levee is avoided, the flood control risk is eradicated, meanwhile, the overall engineering cost is reduced, and land resources are saved and utilized.
