The invention relates to a foundation geological survey hole gushing water plugging device and a method. The device comprises a drain pipe disposed in a survey hole, a plugging mechanism connected with the outer wall of the drain pipe, a water hose connected with the upper end of the drain pipe, a water stop valve disposed in the drain pipe, and double-block plugging cement disposed between the drain pipe and the survey hole. The plugging mechanism is located between the drain pipe and the survey hole; the double-block plugging cement is located above the plugging mechanism; one end of the water hose is connected with a water pump; and the plugging mechanism comprises a main plugging ring plate and a plurality of expansion plugging ring plates. According to the foundation geological survey hole gushing water plugging device, the problem of plugging of a pressure-bearing water hole is effectively solved, and pressure release of pressure-bearing water is more effective and convenient through the combined action of the water pump, a water stop ring plate and a drainage steel pipe; and meanwhile, further locking connection between the main plugging ring plate and the expansion plugging ring plates can be achieved through the pressure applied by the confined water, so that the stability of the plugging mechanism is higher.
