The cleaning device comprises a transmission assembly, a first cleaning assembly, a second cleaning assembly, a first dust collection module, a second dust collection assembly and a collection assembly. The first cleaning assembly comprises a first dust cleaning roller connected to the transmission assembly; the first dust collection module comprises a fourth rotating shaft and a second dust cleaning roller arranged on the fourth rotating shaft; by arranging the first cleaning assembly and the first dust collection module, the surface of the photovoltaic panel is neat, and the light absorption capacity is better; the second cleaning assembly is arranged, so that the effect of cleaning adhered dust is improved; the second dust cleaning roller and a bristle rod are arranged, so that dry bird droppings and other dust with high adhesive force, which are adhered to the photovoltaic panel, can be cleaned; and the second dust collection assembly and the collection assembly are arranged, so that the time for keeping the cleanliness after the photovoltaic panel is cleaned can be prolonged.
