The invention relates to the technical field of underwater cleaning, and particularly relates to a cleaning robot and an underwater cleaning system. The cleaning robot is used for cleaning underwater dirt and comprises a frame, a cleaning assembly, a power assembly, a fixing assembly and a control assembly, wherein the cleaning assembly, the power assembly, the fixing assembly and the control assembly are connected with the frame. The cleaning robot is suitable for underwater work, foreign matter attached to a grid is cleaned away through the movable cleaning assembly carried by the robot frame, the robot is fixed to the grid through the fixing assembly, the plot process is effectively conducted, the robot is transferred through the power assembly, and therefore the whole grid area is cleaned; the underwater position of the robot is controlled through a positioning assembly, and running safety of the robot is ensured.
