The invention discloses a suction pile type tool platform for rock-socketed pile foundation construction and a construction method. The tool platform is divided into an upper platform, a supporting system and a negative pressure sinking system. The tool platform is built in a manufacturing field in the mode that the upper platform and the supporting system are arranged, after the tool platform is transported to a construction site, a crane ship hoists the supporting system to adjust the plane position and the rotating angle, the supporting system is lowered to the position where the supporting system enters mud by self weight to be stable, and the supporting system sinks in place through the negative pressure sinking system; the crane ship hoists the upper platform to the top of the supporting system to be aligned and welded into a whole; and when the tool platform is transferred, the tool platform is integrally lifted, transferred and sunk through the crane ship and a pump prying block, and the operation platform for rock-socketed pile foundation construction is rapidly formed.
